It's working, but then again it would be difficult not to get it working- it's the simplest gate. A more accurate example of RTL OR gate would show two input signals independent of each other where one is fed into the base of BJT(a), and the other into the base of BJT(b). Both emmitters should be tied together as the output node, and both collectors would share a node with V+..
