OPERATION OF THE CIRCUIT:
I used IC1 NE555 Oscillator signal.Signal is output at pin 3 of IC1, whose frequency can be determined by R1(4.7k), R2(100k), C1 and output voltage to a current flowing into pin B of Q2. Q2(NPN bipolar transistor) makes LED1-LED10(from top) to light up. However, if the output signal voltage is 0 volts, Q1(PNP bipolar transistor) will work.The Q2 stopped LED11-LED20(from bottom) to be bright when a high voltage is applied again.
