If i created i radio oscilator and the output was like the upper one that have dc offset and oscilate between 0 to 2V .. Is it required to remove that offset? Or the transmited radio wave will be the same? So is there any difference between these two transmitters?

It makes a different, because an offset cause a constant magnetic field (spectral 0Hz component) and the cool thing, you can plug your transmitter at the door of a fridge!

It woulddepend on the circuitry the oscillator interfaces with.

So it's better to remove the offset..
