Resistor 1 stands in as a Wye system and Resistor 2 as a Delta system. N.O. push button used and N.C. push button deenergizes the HC of interlock. Purpose is to run mahinery with winding terminals connected in delta (Reduced Voltage starting). Could be helpful. The actual diagram is more complex.
