Can be scaled at will, you can just add capacitor and alternate between the 2 signals.
This kind of circuit is widely used in many IC to generate some special voltage supplies (like the -3V biasing voltage inside NMOS digital circuits "VBB") they are also present in almost all EEPROM and flash memory.
