LEAD ACID BATTERY CHARGER is this correct? Do the battery needs to have a 13,8V when full? Or Just 12V Full?

For a full charge they need to reach 14.2

Anything below 11.84V is bad battery and it might need to be desulfated with fresh acids in it. Nominal is 13.4v and max charged lead acid batteries can hold at 14.2V.
