"Uh oh, it's magic!" The Cars LEDs flashing all by themselves, it seems. Cool. Be sure to check out the first LED Magic Trick here. https://everycircuit.com/circuit/6130917080563712 Let me clear up the mystery. It again involves the PN junction capacitance. If a coil (inductor) is added to the hidden capacitors, you will get an LC resonator (tank circuit). After changing up the capacitors inside the LEDs by flipping the switch up, it will oscillate at its resonate frequency when the switch is flipped back down. The LEDs alternate blinking ON and OFF, depending on the direction the current is flowing. As with my other oscillator circuit (see here for fuller explanation: https://everycircuit.com/circuit/4620067509370880), you might notice the crazy current, voltage, and light thing going on here, too. See how sometimes the LEDs will turn ON even though there is no voltage across it? Notice how they are OFF and no current is flowing, but the voltage is at max? It all has to do with the relationship between voltages and currents in a resonate LC tank. As with the last one, this circuit does not work in real life either, unfortunately.

Maybe could see the short oscillation if filmed with a hi-speed camera? One for the Slow Mo guys

I don't think there would be any light emitted in real life. See the discussion on this circuit: https://everycircuit.com/circuit/6130917080563712 I think it would still oscillate briefly, though, and an oscilloscope may be able to pick that up.
