Found this circuit by a youtuber but not sure how does it work, could anybody explain it the step by step?

The little flactuating current is a capacitor glitch, this circuit practically does nothing more that lights up the LED.

Its oscillating after a little shake, but as all of this kind of pure rc phase shifting oscillators they have a stability problem in amplitude. They die out after a while or increase till clipping. What those osci's need is a regulator to run stable at a given amplitude. Your setup here is strarving, it will die out in amplitude quite fast. This is because the all over loop gain is a little bit to low to keep oscillating. But just change one of the interagtor caps e.g. from 10uF to 9uF and you get a nice increasing sinwave ampiltude. Wait long enough and you will see how it starts clipping and the sine will endup as distorted sine-rec whatever.... hope this helps a little.
