You need an earth on the ac power supply, and the other earth needs to be moved to the bottom of the capacitor. I have taken the liberty of redrawing your circuit with these changes, plus you need a few more volts out of the transformer to enable the zener to work depending on how steady the load is, 10 to 20 mA is a good target to aim for, you don't have to do the drawings as I have, but it does make it easier to see circuit function and to be able to fault find them, and it is similar to the ones you can see in the books. http://everycircuit.com/circuit/5112413854105600
