Supposing to use swiching power IC as voltage controlled source.
Now setting up to maximum voltage is 13.5V, and maximum current is 1.5 A. They are changeable.

Please try to change the voltage of DC source placed on the right. It is remaining voltage of the battery.

I've just drawn a PWM voltage regulator circut for study purpose ( http://everycircuit.com/circuit/5707480136417280 ). Usually the most voltage regulator circut works like voltage controlled voltage source.
