Flash approx 74us. That is approximately 13,500 flashes for 1 second. 

Resonant RLC tank circuit boosts Voltage between capacitor and inductor. It's actually hitting the lamp with too much voltage for each flash even though relay set for lower. Good for demonstration of resonant power boost though.

you do know you just need a coil and capacitor at the same values in series and just pules it with a PWM at is resonant frequency witch depends on the values and you can get 40v and 40 amps if you are pulsing in with 9Vs. but you know that already right?
