Im just guessing what your flash light is and its values so I chose it quite arbitrary. If it draws more current and you want to keep it on for a little longer you should increase the 4.7uF cap but dont increase it too much because the longer discharge may damage the flash bulb. The current draw is moderate so a 9V battery should do. Shake your device wait for the cap to charge then discharge it through the load.
