AC220V to DC12V regulated output

This circuit converts AC to DC and also regulates the output maintaining 12V, constant high voltage WILL burn the circuit but not the load, must be fused to protect circuit!

I added an NPN transistor with a zener diode to create a voltage regulator, try increasing the AC voltage, it will always produce 12V

I want to build a battery eliminator. Something that converts 120V or 220 volt into required voltage from 2v to 12v range. How can i modify this circuit. I am completely novice

You will need an inverter for that, it cannot be done with this circuit at all.
