I would call it simple frequency multiplier but not PLL

It's a neat concept, and works well with a good input. Like hurz, I wouldn't call it a PLL; it doesn't have its own oscillator to lock to the input frequency.

For cleanup, the output can drive a BJT, making an 8-input RTL NOR gate.
