Flick the switch shortly to start the oscillations. A discrete version of a phase shift oscillator with a very weak amplitude stabilisation feedback. I recommend a buffer stage at the output before loading it, because it's on the verge of decaying, due to the fact that the negative feedback is almost exactly what the op amp needa to keep the oscillations going. Just add a TL072 or similar to the output in a unity gain configuration.
