1st Voltage drop using Voltage divider and Variable resistor.
Fed to input of OpAmp.
OpAmp in voltage follower config.
2nd Voltage drop using 330 ohm and Overvoltage protection ckt (LED's start toggling if voltage above 2V at output, in that case do not connect the load).
