These circuits can start oscillating a bit quicker if they have a bit more current flowing through them. Also if the transistor has a gain of 100, set the biasing up for a gain of about 90, this way the transistor is not saturated and is easier to go into oscillations. The biasing and led resistor on the output needed a slight tweaking. Diodes in the oscillator circuit help stabilize it. http://everycircuit.com/circuit/4846893538738176
