555 based closed loop pulse Battery Charger.Right handside source consider as Battery, when you decrease voltage it give more pulses & when you increase the voltage it give maximum off time and slow charge..

I don't understand why the pot at the battery on the far left corner at top, i see it has no effect outside of bleeding charge via heat through the 1k and the pot it self, can you please tell me what I am looking at for the control to do???

I do like the circuit good job on layout and design, very easy to follow what you are doing with the idea.

Maybe try a vco at pin 5 with a couple of diode to help with pulse timing, maybe the opamp could alter the pulse rate there directly from battery voltage or lack of. Just a few thoughts.
