Updated 9V bicycle turn light with 555IC

1) Change the 2.2µF capacitor's value to change the speed. 1a) In this build: ~1Hz and ~50% duty cycle 2) Use 2 state rocker switch to turn on and off the device. 3) Use 3 state rocker switch to turn on and off the lights.
