A PWM generator should have a constant freqency, but here the frequency changes with the duty cicle

You are right, it shows just a simple way of getting a pwm signal. If you change the duty cycle by changing the voltage of the integrator's non- inverting input, you have to adjust the frequency by changing the resistor in the lower left corner.
