I love these things, miss named, they are really a basic type of switch mode boost regulator.
Currently the circuit has been adjusted for minimum voltage to work.

@sese, yes, both the resistors could be anywhere between a couple of hundred ohms and a tens of thousands of ohms, it's just a matter of choice, and the base current the transistor can dissipate. A lower value base resistor and higher value led resistor will give a higher output voltage. At the other end of the scale a 5.1kohm base coupled with a 510ohm led resistor along with a low current led gives a good result.
