A zener diode operates at 10-15mA. Do you think that 47k resistor can deliver them to the zener? I think not. Try with 1Kohm and control the current at the output.

Plus you need to rectify and smoothen the input first. A single diode and a capacitor with high enough value will do fine.

It isn't going to help that the AC frequency is 50kHz.
