I define an oscillator as a circuit that generates pulsating DC or even AC from a constant DC signal. You don't have an oscillator here, even if I'm wrong with my definition. I don't know what exactly the opamp acts as, but that isn't an oscillator.

Its a rude method to start this kind of oscillator quickly within simulation. But already 10uV is enough to accelerate and can then accepted as noise. So this opamp itself is a std rc oscillator.
