Try to ground one side of the Voltmeter, should help

Cant oscilate with just resistor on base, it will just conduct direct curent on coil and turn it in magnet. Need r c combimatin. Capacitor to be charged (0.02sec) tru resistor til reach voltage when gate open transistor and discharge. Then start all over again, thats oscilator circuit.
