if you use a proper resistor the LEDs will glow. Most USB charger do drop in voltage if they are loaded. Its also the voltage drop you get on long USB cable which might cause high voltage drop. With 150 Ohm modern ultra bright LEDs will glow even at 4V and below

here with an extra resistor in series you can model the charger drop and cable drop in voltage. From USB specification above 4.5V is ok below is not. http://everycircuit.com/circuit/6405427273924608
