I got the basic circuit idea from IMSAI guy on youtube, and modified the circuit to activate 5 transistors which could control 5 seperate devices at will by adjusting the potentiometer. Each transistor has emitter diodes for 'protection' but they most likely do not need them. This may be the circuit im after for making simpler tone decoders for multichannel remote controls.

The front end of this circuit is very similar (basically identical) to a flash ADC. For a digital solid state selector i recommend looking into ring counters.

yes it is from a flash adc, i just modified the output to drive some transistors based on the fact you need a voltage between the base and emitter to turn on a transistor. I'm not too sure how to make ring counters without d latch ic's, thanks for the suggestion!
