The four switches on the left are the 4 inputs (wxyz) with the least significant bit at the top (blue node) and most significant bit at the bottom (red node). The circuit encodes these inputs into a binary output on the right with LSB on the top and the MSB on the bottom. Switching input z high will result in binary zero on the output, switching input y high will output binary one, x outputs two, and so forth.
