220VAC are in peak 311V while you have set the AC source to 230Vpeak which is only 163VAC. Its suppoae to be set to 325Vpeak to get correct 230VAC. if you make some little corrections you get 3.25kV at 230VAC http://everycircuit.com/circuit/5190565959041024

BTW, even with 230Vpeak with some little corrections this circuit gives 2.3kV and not just 1kV
