Do you need to display or just output pulse on 14th count?

If your JK flipflop ICs contain CLEAR pin, connect the output of each flipflop to the input of a 4 input NAND gate and connect it's output to the clear pin of each flipflop.

Just use the counter chip. Have 3 input and gate on pins BCD connect output to reset on counter chip. Input on count pin on counter chip
