It is a 15 volt charging circuit with a 9 volt rechargeable battery(1.5F capacitor). First, turn the charging switch "on"(left switch), then when done charging at 9 volts(green LED), turn it back "off", then turn the main switch "on"(right switch), it discharges from the battery to the load(white filament bulb).
