A logic train is always referenced to ground and even exchange the PMos to an NMos wont help here. What you need is an independend voltage source for an NMos to lift on 18V and above. So with NMos a high side topology. Or you go for a PMos in common source, but you must take care to limit Vgs below 15V to 20V. You starts already with 18V which is for most Mosfets already to much or at least to close what they like.

Actually i should have told him to swap the drain and source terminals. Idk why i said what i said.

anyway, you have deleted what you have said. Now my hint looks useless. Anyway, keep an pmos does work, but most buck converter do not use pmos, they are terrible in performance compared to its price. Better use a Nmos and do the voltage boost somehow (many different possibilities).
