This is a Royer Oscillator, Its a relaxation Oscillator, The Capacitor of course is capacitance across a Spark Gap, and usually its 1-100pF, This Oscillator is used in many cases, Including but not limited to Arc Lighters, Ozone Generators, Ionizers, SSTC, tazers, and CCFL Inverters.

Ive just noticed, the transistor voltage is around 50VDC so resonance on both sides?

It’s weird, max voltage seems sensitive to simulation speed. I get some random results in my circuits too.

Where is the spark gap here?

In this case the capacitor comes from environment to spark gap terminals but spark gap would be across transformer
