This is a Royer Oscillator, Its a relaxation Oscillator, The Capacitor of course is capacitance across a Spark Gap, and usually its 1-100pF, This Oscillator is used in many cases, Including but not limited to Arc Lighters, Ozone Generators, Ionizers, SSTC, tazers, and CCFL Inverters.
