Store a single bit and view it with an LED. Top logic value is the "Data". Bottom logic value is "Lock". When lock is '1', the Data will not be written. When the green LED is on, the data is '1'. The simplest design i could make. Sorry if its confusing.

A D-latch is much different. It generally contains 4 NAND gates and most certainly doesn't rely on over powering the feedback. Hence the feedback resistor that allows this circuit to change states instead of blowing something up.
