The Bugle (and its variants) is a solid-state phono preamp from Hagerman Audio Labs (formerly Hagerman Technology). It’s often sold either as a fully assembled unit or as a DIY kit. It’s popular among vinyl enthusiasts for being high value, flexible, and very transparent in sound.

This preamp is evaluated using an inverse equalization network also designed by Jim Hagerman, which is connected as a load to the preamplifier. Looking at the frequency response curve (green curve), one can notice a fairly flat response, as can the orange curve, which is 20 dB lower than the green one.
