Which is better? Using resistors or inductors for step down voltage converters.

Resisitors are inefficient but will work in most cases, including with DC. Inductors act as low pass filters so should reduce the voltage more as frequency increases (but be carefull of resonance with any capacitors).

If you're starting with a higher voltage AC (e.g. a mains supply) you can also use a capacitor (look up "capacitive dropper").
