HurZ.. simpler .. but output / input signal is too much disturbed by next components ... I have tried already .

With 200uF and 100Ohm its a surprise you haven't killed the gates!

I have mine old TTL TESLA MH7404 .. it can easly survive up to 5.5V

Thats why im going down by the factor of 1000 for the capacitor and increased the resistor by decades. This will protect the input ESD circuit. Maybe an additional resistor in series is also needed, but not for simulation.

Bacally eveyone can adjust the capacitors and rasistors accoding his needs in order to get requested frequency ... But as @hurz stated: watch the curent and voltage piks on the gates...
