Pull-down (pull-up) resistor is used to provide a low (high) voltage to an input of a logic system when input source is disconnected.

does a Pulldown resistor need to be a specific resistance for the circuit application, or can I just throw anything on it

I only know that the value (as well as pull-up vs pull-down choice) depends on logic gate technology. Values for CMOS logic are larger than those for bipolar logic.

It depends on the amount of current the source can sink/source. Your resistance value needs to be such that the current through it will create the voltage drop/rise need to set your logic level.
