The circuit is a 3-cell inverting CMOS VCO. It has three independent outputs, all 120 degrees out of phase with each other. Play with the single DC voltage supply and notice the change in frequency on the scope! NOTICE: The circuit should start producing a sine wave on its own after a few seconds. If it doesn't, press and hold the button on the top of the circuit until the capacitors drain, and then release the button. This subverts the nearly matched MOSFETs that everycircuit insists on using.

Not that I am aware of. They are pretty crazy, and depend heavily on temperature and the CMOS components you use. Generally this design isn't used in modern electronics. If you are interested google "VCO design". I'm not the best person to explain it ;)
