A car enter when the outside sensor (top button) is set on, then the inside (bottom button) is set on, then the outside one si set off and then the inside one off. The counter increase. To decrease do the opposite.
If a car activate one of the sensor but does not go in or out the counter does not change

when the car will run Faster , the circiuit will not work ...

It takes 10us to switch. If sensors are 1m apart, the car has to travel at 100'000 m/s. So, sorry but it's not designed to handle TIE fighters entering the parking at full speed ;P
