I find that base resistors are better if they are up about 68k , in ec at least, otherwise the transistor bases seem to saturate, locking them. You then have to adjust your capacitors to suit the desired output frequency. I enclose an adjusted, tidied up version of the circuit. http://everycircuit.com/circuit/5811704126767104
