Might look good in simulation, but look at your time scale... Those lights would just look like they're on, maybe a little dim, but on constant.

Cidtrips is right. You can even turn the simulation speed up to 1s/s and you'll begin to see it. If you actually built this circuit, it would just look like both LED grids were on constantly at about half intensity.

Stop critisising, if anything, that capacitor at the top makes up for all the mistakes. Like a quantum computer, it can be in two states at once! :-)
