The only defection of this sircuit is working on 80-90% of Duty Cycle input, the way i give that percentage of duty cycle is, if i have 1Mhz frequency source i divided with IC 4017 ripple counter and reverse the ripple from ( 0 )output pin with a NOT gate of 4049 to have the 90% percent. If you want to decrease that percent add more 4017's in sequence output pins to the input of the NOT 4049's gate of course with diode otherwise you ground the the ripple to drain outputs.
