The intention is to permit the bottom row to conduct only if the top row is conducting.
This is for a restroom occupied indicator. The top row of LEDs represents the exterior indicator light and the bottom row of LEDs represents the interior indicator light. If the exterior light fails, then the interior light should not turn on.
