short summary whats wrong. AC voltage suppose to be 311Vpeak for 220VAC ! 1uF dangerous high current cuz its not galvanic separated circuit ! Inrush protecting resistor 50Ω to small, starts protecting at about 1kΩ or more! Capacitive droppers do work like a limiting resistor but capacitive, any additional voltage drop e.g. here with 100Ω is waste of components! Calculate Z at 50Hz you need to power two strings of LEDs thats it. Any additional current limiter is not needed. BTW, as long you do not know whats at mains volatges are present its probably better if you keep your presentations below 30V which is not dangerous for your life! Anyway, i do not know any country which still use 220 and not 230VAC !

A lot of products are produced in Mexico for use on the 220v (311v peek) @ 60Hz power supply.

@BillyT, You are talking about products, and sure they must operate for 220 and also for 230. But do they have still 220VAC on mains???? I wont be surprised about mexico but peru? I checked the german wiki and actually there are some countries, not many but also big ones. Even china is on 220VAC. Lets see how long, sooner or later they will also switch
