The secondary winding is connected in such a way to add their voltage with the primary winding. This result in the voltage at load (12.5V) being equal to the sum of primary (10V) and secondary (2.5V) winding voltages.
The same principle can be applied using a single taped winding, so called 'Autotransformer'.
