Trying to work out this timer.

What will it accomplish? What is the purpose of the diodes? Why is not-Q connected to reset?

You need a pull-down resistor to return the S input to the proper voltage for logic 0 when the button isn't pushed.

Traffic light would best be implemented using a state machine (i.e. figure out all the states, then connect a number of flipflops with state-transition logic)... use a known timer circuit (i.e 555).
