Also i think you mean it's an operational amplifier it compares two input voltages and determines an output based upon the input voltages and V+ reference voltage should always be lower than the voltages you are measuring because positive and negative numbers are very far apart but for two values of the the same sign will always happily compare try searching for voltage comparison from 2 sources and see and see if anything long winded like this comment pops up
