Yes it's full of faults. However if you put a positive pulse on the non inverting input briefly it can be made to work for you.

I don't see what you are trying to have the circuit do. As it sits, the circuit is doing just what it is supposed to do. You have unity gain, with zero input. The output is zero. The zener is doing nothing at this magic moment. Can you tell us just what you were aiming for this circuit to do? :-)

I tried doing what pip said, with no results. The output went high, but only for as long as the positive input was maintained. Or low for low.
