I've been studying this over looking for methods to shrink and remove extra components, one was simply a current sink source depending upon the half voltage of the Li-Ion (another voltage divider), which I removed, I want the simplest most efficient charger

Looks like it has a few mA charging at 4.2V, and I think that will set of the thermite in Li-Ion.

So maybe I should cut charge down to 4V and hope it stops that trickle current? Or I can utilize that to power the phone and keep the battery charged :p

You will get more charge cycles out of the Li-Ion battery if you don't push it all the way up to 4.2V. Set it for between 4V and 4.1V and then when the charge voltage and battery voltage are the same no current will flow unless the battery self discharge rate is high.
