The AND gate won't output anything. . . The logic only inputs true to 1 leg the other leg isn't true or false because it's looped in to the NOT gates the AND gate needs both inputs to be true before it can give a true output to the rest of the oscillator

@Frequency: The AND gate is there to be a switch. This is so you can start or stop the oscillation with the logic source.
